My primary concerns would be how my users access their mail, how securely the data flows back and forth (SSL is a must), how strong the authentication is, and how tight the overall security of the system is to keep hot crackers.
One major issue is making sure you box isn't used as an anonymous forwarder for spam.
What are the issues to be considered while designing a web based email server?
Whether someone would choose it over Gmail or Yahoo, and why.
