Some one wants me to create an HTML email for them but at the moment I don't have access to their server and want to get this done. Is there a way to do this?

You can view the HTML email you have created in your standard email client. Simply email it to yourself.
You can create HTML files using any text editing application, such as notepad or kwrite.
